This is a statutory TOD envelope and city-status lookup, not a determination that a project may be built. It is not a permit, not zoning advice, and not a land or project valuation. Never treat the numbers as a quote of what land is worth. SB 79 (Wiener, Chapter 512, Statutes of 2025) is codified at Government Code §§ 65912.155–65912.162. Signed 10 Oct 2025. Does not apply to a local agency until 1 Jul 2026 (§ 65912.157(n)). Urban transit county means a county with more than 15 passenger rail stations (Gov. Code § 65912.156(q)). Unincorporated areas in a listed urban transit county are delayed until the 7th RHNA cycle (§ 65912.157(n)). A local agency may not impose a height limit, density, or FAR less than the statutory floor for the applicable stop tier and distance band. City overlay status (ordinance, alternative plan, phasing) is a separate fact and is never combined with the envelope into one yes/no. phased means a Gov. Code § 65912.161(b) exclusion or phase ordinance, not a general delay. alternative-plan is used only when HCD has approved a TOD alternative plan. In San Diego County the SANDAG band uses the dumped L1 (1/4 mile) and L2 (1/2 mile) zone polygons when the Census point is inside one; nearest-stop straight-line distance is the fallback and still names the stop and tier. In Los Angeles County the SCAG band uses the dumped zone polygons (200 feet / 1/4 mile / 1/2 mile BUFFER) the same way. In Alameda, San Francisco, San Mateo, and Santa Clara the MTC band uses the dumped zone polygons (zone_label 200 ft / 1/4 mile / 1/2 mile) the same way. Other counties still use stop-to-point distance. The statute measures straight-line from the nearest parcel edge to a pedestrian access point (§ 65912.157(b)). MPO maps have a rebuttable presumption of validity (§ 65912.160(f)). Dumps are labeled DRAFT or incomplete where that is true. Ferry is not independently a TOD stop. Ordinary frequent bus is not a TOD stop. Amtrak Long Distance and California High-Speed Rail are out. v1 uses labeled MPO / city stop dumps; it does not expand those dumps with GTFS all-stops. This lookup does not score site bars: rent-control demolition; airport or fire constraints; labor standards for buildings over 85 feet; the affordability set-aside; or the mobilehome / RV-park site bar added by SB 722 (Stats. 2026, ch. 100), effective 16 Jul 2026, at Gov. Code § 65912.157(h)(3). It does not detect mobilehome parks. State Density Bonus Law (Gov. Code § 65915) and related stacking (including CHIP) exist; this tool does not compute them.
